Immigration: OSSA Legal Analysis

Many Oregon residents are asking their local Sheriff how President Trump’s January 25, 2017 Executive Order on Immigration will change local practices. The Oregon State Sheriffs’ Association provides the following analysis of this complex issue. The answer, at least in the short term, is that immediate changes to police practices are unlikely.

Male Arrested After Assaulting Rideshare Driver and Stealing Vehicle (Photo)

Narrative:

On May 3rd, 2024 at 2:48 am the Deschutes County Sheriff’s Office was dispatched to a report of an assault and theft of a vehicle in Sisters, OR. Deschutes County 911 Dispatch advised a male subject had assaulted a ride share driver and subsequently stole the vehicle.

During the course of the investigation, it was determined Joshua Buck was at the Deschutes County Stabilization Center and had requested a ride share service to Sisters. Once in Sisters Buck asked to be dropped off in the vicinity of the Sisters Inn and Suites. When the vehicle came to a stop, the driver, Stanley Collins, was assaulted and dragged out of the vehicle by Buck.

Buck then stole the ride share vehicle and proceeded west on Highway 20 towards the Santiam Pass. Deputies were able to determine the location of the stolen vehicle that was being operated by Buck as it continued westbound on Highway 126 towards Vida, Oregon. 

Deschutes County 911 Dispatch notified Law Enforcement agencies in the areas the stolen vehicle was travelling. At 4:00 am, Deschutes County 911 was advised Lane County Sheriff’s Office and Springfield Police Department was enroute to a multi-vehicle injury crash near Vida, Oregon.

Lane County Sheriff’s Office contacted Buck at the crash in Vida, where he was actively attempting to steal a second vehicle from the crash scene. The driver of that vehicle was able to speed away, striking Buck in the process. It was determined Buck had crashed the vehicle he had stolen in Sisters, and was actively attempting to steal a second vehicle to continue his escape.

Buck was arrested and transported to an area hospital for evaluation and treatment for his injuries. Buck has subsequently been transported to the Deschutes County Sheriff’s Office Adult Jail and lodged on the aforementioned charges.

On Wednesday, May 1st at 1 pm, the Deschutes County Sheriff’s Office and Deschutes County 911 will be sending a test message to people signed up for Deschutes Alerts. 

Deschutes Alerts is the notification system we use to alert people of emergencies and evacuations in Deschutes County. We use Deschutes Alerts to send subscribers a message via smart phone app, text, email or phone call. If you live or work in Deschutes County, you should sign up for Deschutes Alerts and make sure your information is current. Change or create your Deschutes Alerts profile by visiting deschutesalerts.org. 

The purpose of Wednesday’s test message is to ensure subscriber profiles are current. If you receive the message on May 1 and you don’t need to change anything on your profile, there’s no need to contact us.  

If you don’t get the message within a few hours of the test, or if you want to talk to us about Deschutes Alerts or change your profile, we will have a call center open between 1pm and 5pm on May 1. You can reach the call center by calling  541-550-4888.

Bend Man Arrested for Luring a Minor and Online Sexual Corruption (Photo)

Charges:  ORS 163.433 Online Sexual Corruption of a Child in the First Degree, ORS 167.057 Luring a Minor, ORS 163.415 Sexual Abuse in the Third Degree (Attempted), ORS 475.894 Unlawful Possession of Methamphetamine

Narrative:

Within the last month Deschutes County Sheriff’s Office initiated an investigation regarding Jeffrey Kingsbury’s online sexual corruption of a child, and luring of a minor. 

Oregon Revised Statute 167.057- Luring a Minor “A person commits the crime of luring a minor if the person furnishes to, or uses with, a minor, a police officer posing as a minor or an agent of a police officer posing as a minor, a visual representation or explicit verbal description or narrative account of sexual conduct for the purpose of inducing the minor or purported minor to engage in sexual conduct.”

Oregon Revised Statute 163.433 Online Sexual Corruption of a Child in the First Degree- “A person commits the crime of online sexual corruption of a child in the first degree if the person violates ORS 163.432 (Online sexual corruption of a child in the second degree) and intentionally takes a substantial step toward physically meeting with or encountering the child.”

During the course of the investigation Kingsbury engaged in overtly sexual conversations with whom he believed to be a minor female under the age of 16 years old. This contact took place over a social media platform. Kingsbury sent intimate images of himself to the alleged minor and described/requested explicit acts from the alleged minor. The alleged minor female told Kingsbury they were under the age of 16 during this contact. The alleged female was actually a Deschutes County Deputy from the Patrol Division.

On April 28th, 2024, Kingsbury offered to meet the alleged minor female in the area of the Riverwood’s County Store in south Bend.  Kingsbury sent photos of the vehicle he would be driving to the alleged minor as well.  Surveillance was conducted and Kingsbury was observed entering the area at about 2015 hours.  Multiple DCSO deputies, along with a K9 unit, converged on Kingsbury’s vehicle after he exited, and he was taken into custody without incident. 

Kingsbury was found to have brought a criminal amount of methamphetamine with him to meet the alleged minor female.  Kingsbury was lodged at the Deschutes County Sheriff’s Office Adult Jail on the aforementioned charges.

Armed Fugitive Arrested by DCSO at Cascade Village Shopping Center

Arrested:  Gossett, Ryan R.  38 y/o male, Turner, Oregon

 

Charges:  Three (3) Out-of-County Warrants for ORS 164.415 Robbery in the First Degree, ORS 163.165 Assault in the Third Degree, ORS 811.540 Fleeing or Attempt to Elude a Police Officer/Vehicle, ORS 164.365 Criminal Mischief in the First Degree, ORS 475.900 Unlawful Possession of a Controlled Substance (suspected Fentanyl)

 

NARRATIVE:

 

On 042624 at about 1430 hours the Deschutes County Sheriff’s Office was contacted by the US Marshals Service about a wanted subject that was likely in the Bend area.  The male suspect; Ryan R. Gossett, had a nationwide extradition warrant for three (3) counts of Robbery in the First Degree out of the Salem/Marion County area and was last known to be armed. 

 

DCSO Patrol, Detectives, and members of CODE (Central Oregon Drug Enforcement) began a surveillance operation and quickly located Gossett and a female associate in the area of the Cascade Village Shopping Center. Further information was developed that Gossett was known to attempt to escape, elude, and use/possess firearms. He was considered armed and dangerous. 

 

Gossett’s female associate was observed circling the shopping center in a vehicle that was determined to be related to them both, several times, in what appeared to be counter-surveillance.  At 1639 hours Gossett was observed exiting a retail store where the female driver quickly switched seats with him and he was now the driver of the vehicle.  DCSO Patrol (to include a K9), DCSO Detectives, and CODE Detectives conducted a pre-planned maneuver to pin (immediately make the suspect vehicle immobile) the suspect vehicle.  This caused minor damage to law enforcement vehicles. 

 

Gossett and his female associate were taken into custody without incident.  Gossett was found to be armed with a concealed handgun and a criminal quantity of suspected Fentanyl.  Gossett was lodged at the Deschutes County Adult Jail on the above listed charges.  The female associate has been released at this time. 

 

This investigation is ongoing, and if needed, further details will be released at a later date.

Deschutes County Sheriff's Office Internet Crimes Against Children Unit Arrest La Pine Man (Photo)

Charges: ORS 163.684 Encouraging Child Sexual Abuse in the First Degree (10 counts), ORS 163.686 Encouraging Child Sexual Abuse in the Second Degree (10 counts) 

 

NARRATIVE:

In January of 2024, the Deschutes County Sheriff’s Office was made aware of an IP address that was actively distributing Child Sexual Abuse Material through Peer to Peer (P2P) networks in Deschutes County. The Southern Oregon Child Exploitation Team (SOCET) in Medford, Oregon was able to connect directly to a computer that was actively distributing this material and shared this information with the Deschutes County Sheriff’s Office Internet Crimes Against Children (ICAC) unit.

ICAC detectives initiated an investigation and obtained a large amount of evidence over the last several months. Detectives also determined that the IP address that was distributing this Child Sexual Abuse Material was operated by Cody O’Neal of La Pine.

On April 24th, 2024, detectives with the Deschutes County Sheriff’s Office ICAC unit, as well as detectives with the Street Crimes unit, Digital Forensics unit, Oregon State Police ICAC detectives, and Bend Police Department Digital Forensics unit served a search warrant at O’Neal’s residence. Several digital devices were seized from the residence. 

O’Neal was arrested and transported to the Deschutes County Sheriff's Office Adult Jail, where he was lodged on the aforementioned charges.

Further search warrants will be sought for the analysis of the seized digital devices, which may result in future charges being filed.

Narrative:

As a result of the investigation into the shooting near China Hat Road, Edward Alexander Baer was arrested and lodged at the Deschutes County Sheriff's Office Adult Jail. Deschutes County Sheriff's Office deputies and detectives worked diligently during the investigation which resulted in the arrest of Baer without incident.

Narrative:

On April 21st, 2024, at 4:00 pm, the Deschutes County Sheriff’s Office was dispatched to a report of a subject who had been shot south of China Hat Road, near mile post 2.

The reporting party, who was not cooperative with Deschutes County 911 Dispatch, refused to provide any other information than a subject had been shot.

Deschutes County 911 Dispatch was able to provide responding deputies with an approximate location of the incident. Upon arrival it was determined a 32-year-old male subject had been transported by ground ambulance to St. Charles Bend, with non-life-threatening injuries. The injuries were sustained as a result of a single gunshot.

During the course of the investigation it was determined two males, who live in the area, were involved in an altercation, when a firearm was presented by Subject #1. As a result, subject #2 also armed himself with a firearm, discharging it, striking Subject #1 in the hand and abdomen.

A non-involved third party transported Subject #1 to China Hat Road, where he was contacted and transported by ground ambulance to St. Charles, Bend.

Investigators located all evidence related to the incident and were able to contact and interview all witnesses.

At this time the investigation is on-going, and further information will be released when it becomes available.

Deschutes County Sheriff's Office Illegal Marijuana Market Enforcement Team Execute Search Warrant In Bend (Photo)

Charges: ORS 475C.337, Possession of Marijuana (32 times legal limit) and ORS 475C.345 Attempted Delivery of Marijuana (32 times legal limit)

Narrative:

BEND, Oregon, April 17, 2024 – The Deschutes County Sheriff’s Office Illegal Marijuana Market Enforcement Team (DCIMME), in collaboration with the Central Oregon Drug Enforcement Team, conducted an operation today in the fight against illegal marijuana cultivation and distribution in Deschutes County.

At approximately 9:00 AM on April 17, 2024, DCIMME and supporting agencies executed a search warrant at a residence on the 19000 block of Manzanita Lane, Bend, Oregon. This action was the culmination of an extended investigation conducted in partnership with the US Postal Inspection Service, targeting illegal activities involving the possession, manufacturing, and distribution of marijuana.

The investigation identified a local couple allegedly engaged in the sale and distribution of processed marijuana to the east coast. Following the interception of a marijuana-laden package destined for Virginia by the US Postal Inspection Service, a federal search warrant was secured and subsequently executed.

Earlier in the day, DCSO patrol deputies detained Ms. Glasow during a traffic stop at 8:30 AM. Concurrently, the DCSO SWAT Team and detectives executed the search warrant at the couple's residence. Mr. Bradford was located and detained inside the property.

The search resulted in the seizure of approximately 69 pounds of processed marijuana, 160 marijuana plants in various stages of growth, packaging materials, and U.S. currency. Investigators have determined that the seized marijuana was intended for distribution across the black market in the United States.

Mr. Brandford and Ms. Glasow were booked into the Deschutes County Sheriff's Jail with the above charges.

Animal Neglect Investigation Results In 15 Horses Being Seized (Photo)

Charges: ORS 167.325 Animal Neglect in the Second Degree (15 counts)(Misdemeanor), (1 count)(Felony)

Narrative:

On March 6th, 2024, Deputies and Animal Control Technicians with the Deschutes County Sheriff’s Office were provided information related to potential animal neglect occurring at the property belonging to Jean Poirier in rural Bend, OR. Poirier was contacted and cooperated with an ensuing investigation over several days, which included veterinarian examinations on 15 horses and 17 dogs. 

During the course of the investigation, deputies determined the horses located on the 9.32-acre ranch were in dire need of intervention, namely additional veterinarian care, hoof care and proper feed. Poirier surrendered ownership of the horses on March 14th, 2024, and with the assistance of several Deschutes County Sheriff’s Office Posse members, Deputies and Animal Control Technicians removed the 15 horses from Poirier’s property and transported them to the Deschutes County Sheriff’s Office Rescue Ranch. The age of the horses ranges from 13-29 years and consist of 1 stallion, 4 geldings and 10 mares.

The 17 dogs were in better condition than the horses and were allowed to remain with Poirier based upon her continued cooperation. Due to Poirier’s cooperation, she was cited and released for 15 misdemeanor counts of Animal Neglect in the Second Degree. The Deschutes County District Attorney’s Office has since reviewed the case and added one additional felony count of Animal Neglect in the Second Degree. A true bill was signed by the Grand Jury for all mentioned counts on April 15th, 2024. 

The Deschutes County Sheriff’s Office Rescue Ranch is 23 acres and serves as a rehabilitation center for neglected, abandoned, and abused livestock. The horses seized as a result of this investigation are receiving veterinarian care, farrier care, appropriate feed, and are already showing signs of improvement.

La Pine Male Arrested for Weapons Offense

On April 16, 2024 at approximately 8:31 PM, deputies were dispatched to the 50700 block of S. Fawn Dr. in La Pine, Oregon regarding a domestic dispute involving a firearm.  It was reported that a male, later identified as Albert Mendenhall, was holding a gun and pointing it at other family members on scene.  Family members were able to safely exit the property and meet up with responding deputies. Deputies were able to make phone contact with Mr. Mendenhall who then agreed to surrender and turn himself over to deputies on scene.  Mr. Mendenhall was arrested without further incident.  During the incident, Deschutes County 911 sent a message via the emergency phone network informing residents in the nearby neighborhood to shelter in place due to an increase of law enforcement presence in the area.  The Deschutes County Sheriff’s Office would like to thank the Sunriver Police Department and the Oregon State Police for their assistance.

Driver Crashes Car After Fleeing Law Enforcement In Multiple Jurisdictions (Photo)

On April 15, 2024, at approximately 6:15pm, Deputies with the Deschutes County Sheriff's Office were advised of a Dodge Charger traveling southbound through Jefferson County at speeds well in excess of 100mph.  Deputies learned personnel with the Jefferson County Sheriff's Office had initiated and subsequently discontinued a pursuit of the vehicle, and that the vehicle was continuing while passing through traffic unsafely.  

 

A Deschutes County Sheriff's Deputy observed the vehicle continuing southbound past Terrebonne at a high rate of speed.  The Deputy initiated a pursuit, but discontinued after the Charger continued accelerating away at an estimated speed of 120mph.  The Charger continued through the City of Redmond, at some points utilizing O'Neill Way and Canal Blvd.

 

Another Deputy successfully deployed spike strips on the speeding vehicle at the HWY 97 Deschutes Junction underpass at Tumalo Road.  The Dodge Charger subsequently slid off the right shoulder, through wire fencing and irrigation pipes, and eventually came to a rest in a field.  Deputies and Oregon State Police Troopers safely took the suspect into custody.  He was identified as 18-year-old Liam Byrne of Bend.  It was not apparent whether Byrne had sustained any sort of obvious injury during the crash.

 

Byrne was transported to St. Charles Medical Center in Bend for evaluation.  He will be booked into the Deschutes County Adult Jail for the above-mentioned offenses.

***Update*** Motor Vehicle Accident on Knott Road Results in Two Deaths (Photo)

The identities of the deceased persons in the fatal motor vehicle accident are now released.

 

  1. Driver - Bobby J. Jones (64 y/o male) - Gilchrist, OR
  2. Passenger - Tami M. Jones (61 y/o female) - Gilchrist, OR

 

The deceased were husband and wife.

On April 12, 2024, at approximately 1046 hours, Deputies with the Deschutes County Sheriff's Office were dispatched to a reported motor vehicle accident involving a Dodge Durango that had driven off the road and into a tree near MP 1 on Knott Rd.

 

When Deputies arrived, personnel with Bend Fire were already on scene and communicating with an entrapped male passenger in the back seat of the Durango.  The Durango's female front passenger and male driver were confirmed deceased at the scene.

 

Deputies learned during the investigation that the Durango was traveling eastbound on Knott Road at a high rate of speed when it attempted to pass a commercial motor vehicle.  The commercial motor vehicle was traveling in the same direction.  The Durango crossed the center double-yellow lines, and clipped the commercial motor vehicle when it attempted to return to the eastbound lane after almost colliding with a pickup truck traveling westbound.  The Durango drove off the roadway, and ultimately collided into a tree.

 

Based on the investigation, Deputies determined the deceased driver to be at fault for the motor vehicle accident.  

 

Bend Fire successfully extracted the passenger in the back seat and transported him to St. Charles Bend where he was treated for serious injuries.  The identity of the deceased driver and passenger is being withheld at this time pending notification of the family. 

 

Oregon State Police assisted with the response to the motor vehicle accident, and Deschutes County Public Works temporarily shut down Knott Road during the investigation.  The Deschutes County Sheriff's Office thanks OSP, Public Works, and Bend Fire for their assistance.

Deschutes County Sheriff's Office Internet Crimes Against Children Unit Arrest La Pine Man (Photo)

 Arrested: Martin Adler, 59-year-old male, La Pine, OR

Charges: ORS 163.684 Encouraging Child Sexual Abuse in the First Degree (8 counts), ORS 163.686 Encouraging Child Sexual Abuse in the Second Degree (8 counts), ORS 475.894 Unlawful Possession of Methamphetamine (Felony).

Narrative:

On February 22nd, 2024, the Deschutes County Sheriff’s Office received multiple Cybertips from the National Center for Missing and Exploited Children (NCMEC). Detectives learned through the Cybertips a cloud-based storage account within Deschutes County, was uploading Child Sexual Abuse Material.

Internet Crimes Against Children (ICAC) detectives initiated an investigation and determined that the owner of the cloud-based storage account was Martin Adler of La Pine. 

On April 9th, 2024, Detectives with the Deschutes County Sheriff’s Office ICAC unit, as well as detectives with the Street Crimes unit, Digital Forensics unit, and Oregon State Police ICAC detectives served a search warrant at Adler’s residence. 

Several digital devices were seized from the residence. A felony amount of methamphetamine was located during the search warrant and was seized as well. Adler was placed under arrest, transported to the Deschutes County Adult Jail, and booked on the aforementioned charges.

Further search warrants will be sought for the analysis of the seized digital devices, which may result in future charges being filed.

The Deschutes County Sheriff’s Office is requesting assistance from the public regarding a missing/overdue female from the Redmond, Oregon area.

Kelly Estella O’Brien was last seen at the Super 8 Motel in Redmond on April 4th, 2024, at approximately 3:40 pm. O’Brien was last seen wearing a green jacket and tan ball cap. O’Brien is believed to driving her 2014 Toyota Rav 4 SUV, bearing Oregon license plate 969 KXT.

If anyone witnesses O’Brien or her vehicle, please contact Deschutes County 911 non-emergency at 541-693-6911, reference case number 24-18045.
